PvE mobs are not treating Theurgist pets as FnF, you get a 1-3 mob BaF

When casting theurgist pets into a clump of mobs, only the petted mob that took damage should retain aggro and chase the theurgist. Any other mobs that aggro'd a pet in its vacinity, should then reset upon pet death.
Currently when petting a mob, you get a 1-3 mob baf.
