None Effect on weapon high reskin

We cant put effect after a high reskin weapon. ( Like 10BPS or 30k feather )

Testing on Snakecharmer h2h and 2h Malice great hammer i think ( 10k )

After the latest update to the effect merchant, you should be able to put an effect on those reskins.
