No heals RPs for healing someone outside of group

lv39 shaman while I was within a group; a blue con warrior was being hit (warrior was outside of grp) by a lv50 hero and upon healing him I received no heal RPs.

well it was said that heal and rez rps would be implemented but since they put out the update on 7/30 it seems it just hasn't been put in yet.

this issue remains unresolved, i still get no rps for healing people outside my group even when they are in combat.
