Mobs should be interrupting based on their level.

This is a largely overlooked feature, but mobs and charmed should gain a percent chance to interrupt based on their level. This affects MOC as well. My estimate is +/- 5% per level over/under target's level:

Both of the links provided are broken and the combat log doesn't have anything about Mastery of Concentration in it. I don't see how this is proof that pets over 50 should be interrupting through MoC.
