missed bolts breaking roots

currently bolts always break roots even if they miss their target.

steps to reproduce:

1. root a target
2. cast a bolt at it
3. repeat 1. - 2. until the spell misses - see that eventhough it doesnt hit (deals no dmg) it breaks the cc

expected behaviour:

as long as the target isnt getting damaged the root should persist until it fades or is being purged

repeat? dont forget root on the same target a second time (pve) will half the duration

you can easily root and bolt the same mob 3 times as a wizard without the cc-duration getting too short... after that just kill it and move on the the next one
