(Mid) Healer attack speed debuff interupts casting

As of recent changes the healer attack speed debuff now interupts casting. Dont remember this ever being the case for this spell.

Just for clarification - it interupts the casting of the person who the debuff is being used on.

Tested this again and it doesnt seem to interupt. Sorry
