Mastery of Arms not functioning properly

Tool tip is 2% swing speed per level without effecting damage however @ MoA 9 we tested a 9% increase with a 3% damage/swing reduction.

RR 6L1 Hero, 5.7 Spear, no Buffs, no other RA's but MoA 9.
