Luminescent Exeregum Stones are not working

Luminescent Exeregum Stones (dropped by the dragon on Hibernia) cannot be delved with right+click neither be handed to npcs (trainers, even the master one) to obtain a realm respec.

purchased it from merchant for 2k feathers.
i confirm it is not working, merchant doesn't want that item. item info window doesn't pop .
