lifebane can be applied but does not proc

lifebane cannot be used at level 40 - I have a combined skill of 50 (40 +10) and can apply it to my weapons quite fine ...but in a fight I get the message:

"You are not powerful enough to use this items spell"

I tested it with other poison and they work...it's just lifebane..
