If Enemy Realm goes into your PK in Portal Keep Zone, they can click and teleport

Should not be able to go to Enemy Realm PK and use portal. For instance, as an ALB going into HIB PK, should not be able to port to DL. Shouldn't even be able to talk to their NPCs either... They speak a different language ;p
