Housing: Personal House deed trade does not work

Buy from Deed npc from market.
Both players on lot to be traded
Start trade with deed / house title
Trade completes
House is still owned by original owner - no transfer actually happens

I've fixed the server code to make this work. The name of the item needs to be 'House Transfer Deed'. Switching to WB to get these items into housing merchants.
