For example, A rank4 officer is able to make someone a rank4 officer. They should not be able to promote someone to Officer. That would be the role of the rank3, to be able to promote someone to officer, rank4.
You should only ever be able to promote one rank UNDER your rank. (e.g. rank4 can promote to rank5, rank6 and promote to rank 7, etc.)
