Guild Leader / Rank 0 Unable to change guild dues. "You do not have permission to use that command"

Title says it all. Multiple rank 0's all get that message when trying to lower/remove guild dues (my guild is Online Athletes - Mid). Folks aren't too happy that it's unable to be changed or edited. Uthred attempted to help resolve the situation via in-game help, however he suggested it necessary to get Devs involved. /gc dues, /gc edit 0 dues, /gc dues 1, /gc dues 0, all give the same error showing that rank 0 does not have permission to use that command.
