Can confirm this, lammia npcs in Cliffton (stable master and weapon merchant) wont talk to me even if friendly. You should be able to talk to them if friendly to travel quickly to inishail island as stated on allakhazam wiki :
Adventurers wishing to explore the island can swim from the shore or if they are liked by the lammia, they can visit Nimea in Clifton for a quicker way to the lammia encampment on Inishail Island.

Just wanted to add that the npc outside diogel that should help you reach cliffton quickly isnt working either. Found this comment on allakhazam:
If anyone has trouble getting to Clifton, you can now get a ride to the Lammia from an NPC outside Caer Diogel. (according to the 1.65 release notes. Not implemented here in Europe for another day or two.)
