Effective damage 5L+

I have a weapon 16.5 dps 100% quality and I am 5L+ so I should have an effective damage of 16.5 but it is stuck at 16.2
Another guy from my guild has same problem, and he is 6L+ but stacked at 16.2 with 16.5 weapon and 100% quality
