Druid level 32 pet spell still only casts tree or lynx

Druid level 32 pet still only casts tree or lynx pet. The panther pet, which is supposed to be slash, is not being cast. This has been tested with hundreds of casts of that level spell, and only tree or lynx are ever cast. Lower levels of the spell still cast the panther pet.
