df items do not have procs.

DF diamond weapons and staffs get no procs.

DF diamond shields get 10 charge instant cold dd 95 dmg

Should there be procs on df weapons/armor?

Since rog gear gets procs, shouldn't these as well?

We only put procs/charges on weapons/armor if they had them at this patch level. We will not put in extra charges/procs.
