DD-Proc on weapons ignore wielder level

The DD-Proc on my weapon says "Level Requirement: 35 Level", but it procs with me level 30

working as intended i think, purple con RoG drop procs won't trigger, of course if it is a bug that would of saved me days of solo farming red mobs for the best gear i could use in the BG's.
