Dalicren should drop a ring (tiny living snake, http://camelot.allakhazam.com/item.html?citem=7436) with a Str/con charge. Hasn't dropped so far so maybe not implemented?

Thanks for reporting this. We added the item to the loottable of Dalicren, with a small chance of dropping. The respawn of the mob as been increased to be in line with similar encounters.
