I have just made an MP bronze stelskood gloves with 20 points in AC.
MP chance should be 0% for skill under 1000.
Also it appears you dont need tools in order to be able to craft.

tools removed on purpose

You dont need any tools on Phoenix. If the item is grey to you then you are able to craft MPs too.
