Charge Item not usable from some item slots (Dire Discordant Harp)

When I try to use the AF charge on the Dire Discordant Harp the charge only fires if the item is placed in the 2h slot. If placed in the ranged slot I get chat messages but no effect is firing.

This is annoying since i have to micro the slot change (somtimes infight).
