can not claim Eras, always under attack

can not claim Eras, always under attack. after killing lord and waiting 5 minutes it will not let our group claim, we dont think there were enemys, not sure what to do

it has to be out of combat and that takes quite a while currently, we might look into it though and maybe lift the in combat restriction from claiming entirely
