Buff-Item reuse timers

It seems that most buff (str/con,dex/qui/AF atleast) item reuse timers are set to be 3:00 minutes but in reality has a 120 seconds cooldown.

Since it havent been reported yet i tend to believe that most people (including myself) finds this bug very convenient.

- May i suggest that you commit to the current value of 120 or even dropping it to 90.
