According to gruenesschaf the block rate for arrows should only be doubled compared to melee (200%). As it is now, the block rate is more than doubled (240% regardless of skill in shield.) Please see testing below

As you can see there is no variance. It is nearly double and a half (x2.4) or 240% of the melee block rate. It should only be twice the melee block rate (x2) or 200% of block rate according to your patch notes and the
Even with an unspecced Small Shield with 305 buffed Dexterity (on a Ranger) I was blocking 24% of the attacks from another Ranger while testing. That's nearly 1/4th of the arrows shot at me, WITH AN UNSPECCED SHIELD. Compare to 305 buffed Dexterity Ranger with unspecced Shield blocking melee at 10%.
On a Blademaster that has 42 Shield and 259 Dexterity the block rate was 66%. That's 2/3rds of the arrows blocked without bothering to use Engage. Compare to melee on a Blademaster dueling a Ranger. The Blademaster (in melee) blocked with 42 Shield and 259 Dexterity (BM) to 27%.

@Cadebrennus the Drunken Ranger you basically have lots of sources saying / showing an increased block rate against archers, then you have as an official but ancient source 1.34 patch notes:
The base chance to block a same-level archer is 30%, if your shield specialization is maxed for your level this can reach 60%. Quality and condition act as modifiers to this chance, if your skill-based chance was 50%, your Shield had a quality of 90% and a condition of 88%, then your actual chance to block would be 40%. "
