Alchemy - Weapon Dye on Hand 2 Hand Weapons

I applied blue weapon luster to lvl 51 exceptional fang greaves 4.0dps and it did not change the color. Dropped blue weapon luster on fang like normal, dye disappeared, however weapon is not blue.

I just tried to use blue weapon luster on a mid 4.1speed hammer. It did not change it to blue.
