Airy War Sigil (+ all archery skills) spellcraft gem not using proper imbue value.

Crafted a Perfect Airy War Sigil which is +10 all archery skills. This gem should not even be possible to imbue on MP level 51 gear. I was able to imbue a level 36 studded boots 99% quality with this gem and it only used 1 imbue point. +6 All archery should have been the highest i could put on the boots, and this would be 25/20 Imbue maxed overcharge. This gem also used 1 imbue point.

Same effect on xbow, and longbow, tried diff orders of imbue and all were possible for 1 imbue point.
