20% surcharge in Market Explorer only applies to the first purchase from a lot

After the first purchase from a player's house lot, subsequent purchases do not cost the 20% increase.
So if I need to buy something expensive I'll look to see if the seller has a really cheap item. I'll buy that with the 20% markup and then buy the expensive item for the original asking price that has no additional cost.

Here's an example with actual numbers:
If I want to buy itemX for 2 plat from PlayerA's lot from the Housing Market Entrance it will cost me a total of 2.4 plat.

If PlayerA has a random itemY available for 10 gold I can buy itemY first.
With the 20% markup itemY will cost me 12 gold.
Then I can buy itemX for 2 plat without the 20% markup.
The total cost of buying both itemX and itemY is only 2.012 plat. Much less than buying only itemX which would cost me 2.4 plat.
