Can one create characters across multiple realms?

Answer: No. Your realm is your realm.

Would it be a thing to create a character in Albion, then another in Midguard?

Or is this prevented to better make sure that "fourth faction" swapping doesn't happen? (I.e. Faction C is slightly underpopped leading to switching to A or B intensifying the problem).

I actually did scroll through the rules on the server.

Ah, is that what "Crossrealming" is? Kind of funny, I did actually read that but it didn't 'click' what that meant.

Ya, even on the official game back in the day it was against the rules... people would literally log in to another realm to see where they were at by using the /who command, then direct their own accordingly. They could also find lower level people in RvR zones and go there to kill them etc...

You can create characters in each realm, and play them, you just have to wait 12 hours in between playing a different realm.

Yes you can, but you need to be logged out for 12 hours. Unless something has changed very recently.
