Can't Create Celt Nightshade

Hello,
It gives the option to roll a Celt Nightshade but only lets me create a character if its Elf or Lurikeen. I take it Celt is not allowed even though an option at create screen?

This is intended. Celt Nightshade is something that can be done on Live, so the client on your computer "allows" that option, but doesn't get validated by the server because you can't make Celt Nightshades at this patch level.
