Best way to spend starting stats on troll savage?

check out how much quickness you need to reach the swing cap with your haste buff an put the rest into dex i would say

Not really.

You always want capped speed on melee, and you already have 100 base strength with only 35 base dexterity; since hand to hand damage is based on 50% strength and 50% dexterity, increasing dexterity gives you the same increase in damage as strength would, and also increases your evade slightly.
