In the end dwarf if you like the look and a bit more stamina and nice body resists. Someone says that since you are shorter you are harder to targhet. As a bard player I focus first, when in doubt, dwarf, wich are kinda easy to targhet cuz they are fat.
Dex is a main stat for a CC-dealer, so, I would go for a frostalf. Even if it 5 points only. Frosty has more power too. I think both - the power pool and the cast speed are main critical issues for a healer.
