Is the Snow Sapphire useable from inventory?

I noticed it has a celerity charge. Thanks!

since it is a buff it should be usable from inventory (if it really is cele is a different question though

)
IIRR you only need to equip charge-items that target an enemy

Well it says 20% haste for 20 seconds lol

Then it most certainly is haste and not celerity though...and then imo not worth it over other charges anyways
