Noxious Fegundar Bracer doesn't have D/Q charge

There was a previous bug report about the mobs loot table here:

I have gotten the Bracer to drop so far. Here is a screenshot of the item on Phoenix.

You can see there is no charge on the item when delved. Should have a 75 D/Q charge.
