/gc who unusable while dead / mezzed

I recently noticed that I am unable to use /gc who while mezzed or dead. The command submits and does not return anything, error or otherwise. I noticed the mezz issue while in Gala fighting giant sporite cluster. I noticed the while dead issue while I was in the frontier.

step 1: die;
step 2: type /gc who
