Conservator Bracer power restore charge set too high, and has too many max charges.

The power restore should be 50 power, not 70. The item should also have a max of 5 charges. Maintaining power is extremely easy with this item and pots right now without having to go recharge it frequently.

Also, consertator ring with the 130 heal charge should also have 5 max charges.
